
Vice President and Finance Minister Ndaba Gaolathe gave an eighty four minute interview to Advance Botswana in August 2026, naming execution, not ideas, as Botswana's structural weakness. His own Budget Speech supplied the evidence: under the Development Manager model, 132 of 148 contracted projects were suspended at conceptual stage, one hospital recorded a cost variance above 56 percent, and new primary schools cost 34 percent more than under conventional delivery. Days later, Parliament authorised USD 440 million in new borrowing across two bills, both under Certificate of Urgency. One, a syndicated facility from ABSA, FNB and Stanbic Botswana, authorises USD 270 million with pricing and tenure undisclosed at authorisation. The National Fund of Funds, the Minister's own identified solution to the mismatch between prudent institutional capital and early stage project risk, is not expected to be operational until the 2027 to 2028 financial year.
